Which Homes Are at Risk

Asbestos was commonly used in building materials until it was largely phased out in the late 1970s and early 1980s, though some products continued to contain asbestos through the 1990s. Homes built before 1980 have significant probability of containing asbestos in floor materials; homes built before 1990 should be assessed. Texas Regulations for Renovation

The Texas Department of State Health Services (TDSHS) regulates asbestos in Texas under the Texas Asbestos Health Protection Rules (TAHPR). For any renovation in a building that may contain asbestos, a licensed asbestos inspector must survey the affected materials before work begins. If ACMs are identified, a licensed asbestos abatement contractor must remove and dispose of them properly before grinding, scarifying, or otherwise disturbing the material. Performing diamond grinding over asbestos-containing floor mastic without prior abatement is a violation of state and federal law — and a serious health risk to the crew and building occupants.

The Testing Process

A licensed asbestos inspector collects small samples of suspect materials — typically floor tiles, mastic adhesive, and any texture coatings — and submits them to an accredited laboratory for polarized light microscopy (PLM) analysis. PLM can identify asbestos fiber types and estimate the percentage content. Results are typically available within 2–5 business days for standard turnaround, or 24 hours with rush processing. The cost of residential asbestos inspection and sampling typically ranges from $200–$600 depending on the number of samples and the inspector's fees.

If Asbestos Is Found

A positive test result doesn't necessarily mean the floor must be replaced before coating. Intact, well-bonded asbestos-containing floor tiles can sometimes be encapsulated (overlaid) rather than removed, depending on their condition and the planned renovation. However, diamond grinding directly over asbestos-containing mastic is never acceptable. A licensed asbestos abatement contractor will assess the specific materials, recommend the appropriate response (encapsulation vs. removal), and provide a completion certificate that allows renovation to proceed.
